Operation: LEAP YEAR is a FAILURE.
It has turned into a blood bath, every member of V-Cell is Dead. Teens missing under suspicious circumstances leads to the dilapidated “Cullen Ranch.” Inside the crumbling house V-Cell is ambushed by a gang of teenage vampires, trapped and outnumbered; their requests for help are shot down by their Case Officer, he simply orders them to handle it. Despite fighting valiantly they're quickly overwhelmed and drained of their blood. Before skipping town in the Agent's ride the undead teens share their tainted blood with the Agents and bury their stiff bodies in the earthy basement.

What was once V-Cell rises from their shallow graves, barely remembering anything of the last forty-eight hours. reborn into vampiric unlife. Their pale bodies lack any wounds but their clothing is torn, ripped, covered in blood and dirt. Yet Such brutal deaths and traumatic transformations have left their minds and bodies at the whim of their new curse. Confused by a powerful sapping hunger in their bellies, one they understand can only be ended with blood. New fears and desires manifest as each Vampire's memories of the situation conflict with one another and new instincts hound them to keep moving forward. One pervasive goal rears its head. Case Officer Vincent betrayed and abandoned them, he is responsible for their current predicament. Vincent must die. His blood must christen their new existence
Hotel Pennsylvania
The abandoned ranch was until recently a nest for vampires. Off the beaten track, surrounded by overgrown land, a collapsed barn and piles of rusty farming equipment. Every window has been smashed, cigarette butts, empty beer cans and used condoms cover the floor, all signs of local trespassers. The only place spared destruction is the attic, where crude coffins are filled with the dessicated corpses of victims. A note has been spray painted for the fledgling Vampires. "SUCKS TO BE YOU! >:3"
The Vampires find their wallets and guns nearby and empty while their phones are cracked and full of missed calls. As they get their bearings CO Vincent calls, berating the team as incompetent, demanding an update on the situation and threatening them with worse if they don't report back to the Williamsport FBI Office.
As they explore: D3
- A lost greyhound loaded with 55 Japanese tourists and one annoyed driver arrived after turning down the wrong road. Despite the driver's objections the Japanese tourists are more open to helping the destitute looking Vampires.
- Red and blue flashing lights announce the arrival of a police cruiser. Two Officers, Emerson and Frog are investigating rumours of gunshots and trespassing teens. Any out-of-towners will earn themselves a touch of police brutality and a night in jail.
- The sound of blaring rasta music comes from a bright green dodge A100 van emblazoned with marijuana leaves, four teens and a great dane arrive at the local hangout to smoke weed and drink beer on a friday night. Once high the gang are amicable to give the Vampires a ride.
Fright Night!
Once leaving the Cullen Ranch it isn't long until the Vampires reach Pennsylvania Route 44, heading north-east towards South Williamsport. The combination of Friday night and Halloween has brought on a time of revelry, all sorts of vehicles flow up and down the roadways. If the Vampires haven't gotten their hands on a vehicle yet, hitching or jacking a ride with their new vampiric powers is always an option.
On the way to Williamsport they Encounter: D3
- A Hitchhiker flags them down looking for a ride. Yet, despite the Vampire's intentions he is actually a Vampire Hunter and will begin to attack once he has confirmed them as inhuman. Using the car's mirror and holy water to test them
- Police sirens signal a roadside stop. The string of disappearances has left the police on edge, even at night strangers are easily spotted. If their dirty clothes, cold touch or lack of breathing gets noticed the police might shoot first and ask questions later or even flag their vehicle and call in backup.
- Taking a blind corner far too quickly they hit a homeless man crossing the road. Leaving the body won't be where this ends, even burying him. He will eventually return looking for revenge with unnatural perseverance. Once the vampires begin their assault or when best convenient.
Crossing the Susquehanna
Just south of Williamsport the flowing waters of the Susquehanna river are a tremendous barrier to the vampires. Passing over the running water instantly deals 1d4-1 damage to Vampires and stuns them for 1d4-1 turns.
A vampire driving across must pass a -30 Drive and a luck Test to see if they simply crash, or end up at the bottom of the river. However being driven across the river by a human doesn't require any, but still inflicts the negatives.
South Williamsport
With a population of 6,176 the town is busy and bustling with activities. Costumed kids and adults roam the streets as the weekend begins, setting off fireworks, trick or treating and small mischievous pranks as the autumn spirit is in full swing. Anyone loitering around or dressed oddly is less likely to draw attention.
The United States Courthouse And Federal Office Building is a plain rectangle brick building in the middle of town. It is officially closed to the public at 5pm yet the building is still active after hours. CO Vincent has been busy in the last 24 hours, assuming V-Cell lost he contacted the Program and H-Cell has quickly been activated to clean up. When the Vampires arrive, H-Cell is in the middle of their briefing.
Let the right one in
1st Floor
The Main entrance is a locked set of reflective glass double doors, a single security guard is in the reception area on the otherside, anyone coming up to the door is waved to the side entrance. Vampires showing any Federal Identification will be allowed access to the building. Into a modern and freshly cleaned waiting room and receptionist area, a security guard is stationed here. The Courtroom and Judge Summers' chamber take up most of the floor, the Judge is here finishing up some paperwork. Smaller rooms for holding and counseling spanning the rest.
The side entrance is a single windowless door sealed by a magnetic lock, an intercom is on the wall nearby, the security guard in the reception area will answer. Cutting power will cause the back up generator in the rear to turn on automatically. Destroying the generator leaves the building in darkness. The rear entrance is a set of red fire doors, both open wide to a private parking lot as another security guard smokes alongside the four janitorial staff throwing out trashbags.
- Gunshots or screams will alert the local police or Once a call is made they will arrive in less than ten minutes.
2nd Floor
The second floor is a collection of office spaces and private conference rooms for the County FBI branch. H-Cell is being briefed by Vincent in a rear room while only two FBI agents are in the main office. The duo, recently taken off the Oval missing teen case share a bottle of whiskey while clearing out related files.
3rd and 4th Floor
The third and fourth floors are empty and devoid of life, records and storage rooms are cleaned and closed up. A server and monitoring room stores all footage of the building and surrounding cameras, destroying the equipment will reduce the risk of the Vampires being caught and pursued by the Program. Recent rooftop maintenance has resulted in a door above being left unlocked allowing easy access.
Interview with the Vampire
Confronting Vincent
Case Officer Vincent is a fat arrogant pencil pusher, the eternal incompetent middle manager and bane to any sensible agents. He has brought H-Cell up to date with the situation, branding V-Cell as likely compromised and insisting they are dealt with quietly and cleanly. Once V-Cell's arrival or violent intentions are made clear he will not hesitate to throw H-Cell in the way to ensure his own survival.
H-Cell are an experienced team armed with submachine guns, sleek bulletproof vests and bad attitudes. Once the unnatural nature of V-Cell is made obvious they attack.
Agent Harker is a savvy yet gun happy IRS agent.
Agent Helsing is a Priest with a steadfast faith in his late fifties.
Agent Morris is a little rough around the edges Texas Ranger.
Agent Mina is a Librarian and Hypergeometry practitioner.
They will do their best to destroy the Vampires no matter the cost, even burning down the courthouse if necessary.
Conclusions:
If H-Cell and Vincent are killed without leaving any evidence behind, everyone is assumed dead and another Cell is sent in to clean up the mess.
If any evidence does remain the Program will pursue the Vampires, Cells activating to track them down and destroy them.

The Vampire can hypnotize people within a meter with an opposed Power +20 test. Once hypnotized they follow simple orders that won't inflict harm.
- Telepathy
The Vampire can read the surface thoughts of any mortals within a meter. An opposed Power +20 test allows the vampire to pry deeper into a target's mind.
- Weather Manipulation
The Vampire can manipulate the weather around it, making dense fog, heavy rain or even snow.
Vampire Flaws:
- Holy Weakness
The Vampire is weak to holy symbols and powerful religious belief. Holy water burns, crucifixes keep them at bay and prayer is painful to hear.
- Must be invited across threshold
The Vampire cannot enter a building containing a living human without being invited across a threshold.
- Insatiable hunger
The Vampire's hunger is endless. Needing to drink the blood of every mortal they encounter and must pass a -20 Power test to resist the urge.
- Monstrous form
The Vampire is hideously deformed by the Vampiric transformation. Any sane human instantly acts out of violent fear and disgust at its sight suffering a sanity test.
- Compulsive Counting
If in the presence of more than one item being dropped the Vampire must pass a -20 power test or will compulsively begin to count the amount of objects.
