Legislation
The post-1994 conspiracy is based primarily on law enforcement and intelligence agencies. Players, especially outside the US, tend to know very little about how such organizations operate on the street level, and what laws and regulations their techniques are developed around.
Knowledge or ignorance of legislation affects player decision-making and can easily lead to actions that real professionals would see as unnecessarily risky or idiotic, even in an illegal conspiracy.
Intelligent targets of DG activity will try to use legislation against agents. See for example the ACLU booklet Know Your Rights , available here. It deals with the following topics:
- Questioning.
- Stops and arrests.
- Searches and warrants.
- Additional information for non-citizens.
- Rights at airports and other ports of entry into the United States.
- Charitable donations and religious practices.
